Meet Our Founder
- Steven Allen Mimm, Esq. founded Mimm Law, LLC in 2023. With nearly two decades of litigation experience, Mr. Mimm concentrates his practice on professional licensing matters. He established the firm to represent licensed professionals, drawing on his background in criminal defense and his years as a prosecuting attorney before Pennsylvania's licensing boards.
- Mr. Mimm, a Montgomery County native, graduated from Cheltenham High School in 2001. After attending Clarion University (now named PennWest Clarion), Mr. Mimm graduated magna cum laude with a Bachelor of Science in Business Administration. He completed a double major in Business Management and Industrial Relations. In 2005, Mr. Mimm began his legal education at Widener University Commonwealth Law School in Harrisburg, Pennsylvania. In 2008, Mr. Mimm graduated from Widener Law and was admitted to the Pennsylvania bar; he was admitted in New Jersey in 2022.
- Mr. Mimm began his career in 2009 as a criminal defense attorney. From 2009 to 2014, he tried multiple-day jury trials, handled complex defense litigation and carried a large caseload of clients facing charges ranging from misdemeanors, such as driving under the influence (DUI), to serious felonies, including felony assaults and homicides. As a public defender in Dauphin County, he worked with medical and forensic experts, law enforcement officers and prosecuting attorneys to protect his clients’ rights in the criminal courts.
- In 2014, Mr. Mimm joined the Pennsylvania Governor’s Office of General Counsel (OGC) as Assistant Counsel. From 2014 to 2022, he served as a prosecuting attorney bringing disciplinary actions on behalf of the Bureau of Professional and Occupational Affairs (BPOA) within the Pennsylvania Department of State (DOS), where he litigated violations of the professional licensing acts and regulations.
- In 2022, Mr. Mimm was promoted to Board Counsel, serving as legal counsel to professional licensing boards, including the State Board of Barber Examiners, the State Board of Chiropractic and the State Board of Social Workers, Marriage and Family Therapists and Professional Counselors. He later returned to Montgomery County and founded Mimm Law, LLC, where he practices today.
- Mr. Mimm practices before all 29 licensing boards and commissions within the Pennsylvania Department of State (DOS), including those for Accountancy, Architects, Auctioneer Examiners, Barber Examiners, Certified Real Estate Appraisers, Chiropractic, Cosmetology, Crane Operators, Dentistry, Engineers, Land Surveyors and Geologists, Funeral Directors, Landscape Architects, Massage Therapy, Medicine, Navigation Commission, Nursing, Nursing Home Administrators, Occupational Therapy, Optometry, Osteopathic Medicine, Pharmacy, Physical Therapy, Podiatry, Psychology, Real Estate Commission, Social Workers, Marriage and Family Therapists, Professional Counselors, Speech-Language Pathology and Audiology, Vehicle Manufacturers, Dealers, and Salespersons, and Veterinary Medicine.
Background and Credentials
Education and Admissions
- Undergraduate Education: Graduated magna cum laude from PennWest Clarion (then Clarion University) with a Bachelor of Science in Business Administration.
- Legal Education: Graduated from Widener University Commonwealth Law School with a Juris Doctor in June 2008.
- Bar Admissions: Admitted to practice in Pennsylvania (2008) and New Jersey (2022).
- Federal Court Admissions: Admitted to practice before the United States District Courts for the Eastern District of Pennsylvania and the District of New Jersey, and the United States Court of Appeals for the Third Circuit.
Litigation Experience
Prior Litigation Experience:
- Conducted hearings and meetings for professional licensing boards.
- Served as legal counsel to the licensing boards for chiropractors, barbers, social workers, marriage and family therapists and professional counselors.
- Prosecuted professional license violations before the boards for auctioneers, barbers, funeral directors, pharmacists, physical therapists, psychologists, real estate licensees, social workers, marriage and family therapists, professional counselors, and vehicle manufacturers, dealers and salespersons.
- Litigated Real Estate Recovery Fund claims throughout Pennsylvania.
- Tried criminal cases ranging from homicide and other serious felonies to misdemeanors.
- Prepared lay and professional witnesses for depositions.
- Tried multiple-day jury trials.
- Prepared witnesses for trial, including the retention and preparation of expert witnesses.
- Conducted complex discovery, including interrogatories, document production and depositions, and the related motion practice.
- Worked with expert witnesses in a range of civil and criminal matters.
- Drafted administrative orders and final adjudications.
